90% of all online harassers are never held accountable. The main reason is a grey area in consent that enables harassers and their lawyers to distort words like 'no', 'stop' or 'don't' into meaning things such as 'maybe' or 'possibly', and ultimately questioning the credibility of victims.
Whereas words are vulnerable to reinterpretation, conventional symbols (like traffic signs) are unambiguous and immutable by law. For example: one cannot appeal that a STOP sign means something different.
